When money is involved too many people, including in particular politicians, put the interests of the money ahead of the interests of the people. I do, however, question whether one can draw Lisa Madigan into the conversation. The problem is that the law allows Michael Madigan to trade his power for money to help the big business clients that his firm has. I am reading "The Path to Power: The Years of Lyndon Johnson." This is not a new situation or unique to Illinois. Given the Citizens United ruling by the Supreme Court, the situation will get worse not better.
